Arizona State FOE History
On January 29, 1950, the Arizona-New Mexico Bi-State Aerie, Fraternal Order of Eagles was instituted by Ralph O. Bentley. Ralph was appointed the first Jr. Past President. He was from Aerie #2398, Ontario, California. John Jarvis from Phoenix “Valley of the Sun” #2407 was the first President.

The Auxiliary to the Arizona State Aerie was instituted May 18, 1952, at the Kingman Convention. Kay Burtle, Osborn #2843 was appointed as the first Jr. Past Madam President. Pauline White-Lugo from the Tucson #180 was the first Madam President. Pauline passed away the summer of 1999.

At the State Convention held at Kingman #2537 (this was their first Aerie), in 1958, delegates in session voted to change the Arizona-New Mexico Bi-State Aerie to the Arizona State Aerie. During the time it was Arizona-New Mexico Bi-State, there were eight State Presidents from Arizona, the last living President of these eight, was Walter Frank Gillum of Osborn #2843, who passed away in June 1999.

The Arizona State Aerie and Auxiliary were originally in the Western Region, which consisted of Arizona, California, Hawaii and Nevada. Past State Presidents from Arizona that were Western Regional Presidents were, Joseph Burtle, Osborn Aerie #2843 (1963-64) and Charles W. “Bud” Turner, Sunnyslope Aerie #2957 (1965-66). Joe passed away in December 2000.
At the National Convention, held in Boston, the region was changed to “The Four Corner’s Region”, which included Arizona, Colorado, New Mexico and Utah. In 1975-76, William “Bill” Moreland, Sunnyslope Aerie #2957 was appointed the first Aerie Four Corners Regional President from Arizona, he later transferred to Phoenix #2407. In 1977-78, Florence Lavoie, State Madam Secretary, Sunnyslope Auxiliary #2957 was appointed the first Auxiliary Four Corners Regional President from Arizona. The Regional President is rotated each year between the four states, always in the same order, Arizona, Utah, New Mexico and Colorado. The Four Corners Region is also known as the “U-CAN” country.

The first Aerie instituted in Arizona was at Bisbee #175, on August 9, 1901. They surrendered their Charter on August 2, 1928, by this time Douglas #951 had consolidated with them. The second was at Phoenix #178 on August 10, 1901. There were three Aeries organized in August, 1901, however, the oldest remaining Aerie is Tucson #180, instituted August 17, 1901. Their Auxiliary was organized on November 13, 1944.

The next oldest active Aerie in Arizona is Yuma #398, instituted June 8, 1903 and their Auxiliary was organized July 11, 1950. As of April 2002, there are 14 Aeries and 14 Auxiliaries. There have been 26 Aeries that have surrendered or have had their Charters revoked and three that have consolidated with other Aeries. Fourteen Auxiliaries have had their Charters revoked or have surrendered them. Thirteen Aeries did not have Auxiliaries to the Aeries, most of these were instituted before 1956. Scottsdale instituted in 1974, was the only Aerie instituted after 1956, which had no Auxiliary.
